“It made sense that someone as forward as Steve Rogers doesn’t really do a guerilla attack. He comes in and announces his intentions because there’s no sneaking in the world of Captain America. And he’s also trying to rally the troops. It’s a way to flesh out who the bad guys and the good guys are. You rip the band aid off and see who runs.”
